EU outlines options to finance Ukraine, €71bn need flagged

European Commission President Ursula von der Leyen circulated an options paper to EU leaders presenting three financing routes to support Ukraine: direct member-state grants, a Union credit line via market borrowing, and using frozen Russian assets/cash balances; Commission estimates a funding shortfall with about €71.7 billion needed in 2026 as part of larger IMF forecasts for 2026-27.
